On October 5, State Education commissioner, Richard Mills, rendered a decision on the appeal brought before him by Legends Homeowners and Spectrum LLC on their designated school district. The Commissioner has affirmed BOCES Superintendent Ronald Smalls' decision that the properties in question are located in the Union Free School District of the Tarrytowns.
