Dear Members of Congress,
As general of the continental army, I must announce that the Articles of Confederation are creating a lot of chaos that weakens our central government. We must amend the Articles of Confederation. The states have their own money, Shayís rebellion can create a whole new revolution and there is no executive or judicial branch. We must be united as one nation! Will a country that is this weak be able to stand firm?
The states have their own money so we canít collect an equal amount of taxes. For instance, if a "country" in our 13 "countries" desire something that another "country" has and the 2 states agree to trade, once they look at the money they wonít agree to trade because they want their own money. I think it will be wise for all states to have the same currency, this way you can collect taxes. All the soldiers and countries we owe money to will go against us if we canít pay them. We also need to pay our hard working soldiers who fought for our freedom. It is our responsibility to take care of them and make sure they are paid.
Shays Rebellion could create a whole new revolution. Farmers in jail wonít be able to grow food for the country. The farmers might form into a group and then there might be a coup de tat. Congress should not put anyone in jail for having debts. They should tell everyone they can pay taxes gradually.
Without a national leader to lead our nation as one we cannot carry out laws. Without laws our country will not make it. Congress should develop an executive branch to carry out laws. In order to vote in a law, 9 out of 13 states need to vote. I think that you can decrease the number of votes to carry out a law to 7 out of 13 states, because it would be much easier.
So as you can see, I most certainly believe that if you donít make these changes then our country will fall apart. Since we cannot collect taxes from the states to pay soldiers and debts, Shayís Rebellion can create a whole new revolution, we need a national leader to make sure laws are passed and we need a court to make sure the laws are enforced. Congress, you must make these changes. Our country is about to fall apart. "United we stand, divided we fall!" Are we 13 different countries or are we one?
