Philadelphia, PA February 7, 1787 Dear Members of Congress,
The first problem is that the states are printing their own form of currency. If Congress were to be able to gather taxes, they would not be able to tell the value between the states’ currency. Also, merchant’s currency from other states wouldn’t be valid anywhere but where they traveled from. To end this problem we can create just one form of currency. Congress can’t carry out or interpret laws so there is no order in our country which makes our country chaotic. Congress was not granted the power to do these actions. Also, we should not have just one group with all the power to carry out and interpret laws. A solution to this problem is that we can create two other groups to fill in to do these jobs. My last concern is that we need to pay soldiers who fought in the Revolutionary War. We need to pay these soldiers for their service and courageousness because they risked their lives to be free of English tyranny. We also need to pay them in case if we have another war with the British. Also, I fear we will face another rebellion of famers just like in Shays’ Rebellion, then we might find ourselves fighting two wars at a time. A way out of this problem is that we can put taxes on some items not too high, but enough to pay the soldiers so we don’t have anymore problems like rebellions. I want to change the Articles of Confederation because if we change this document then maybe, just maybe, we will be able to have the type of national government we were looking for. We will also have a peaceful, united and powerful country for the future. If you understand my reasons and do amend the Articles of Confederation, all of us will have this pleasant future.
